The player with the highest total goes first. The exact distribution may differ between editions.
The Banker may participate in the game if they want to, but they must keep their personal assets separate from the Bank's assets at all times. The Banker will manage the Bank's assets – dealing out title deeds, bonus money and buildings to players, collecting taxes and penalty money, and conducting auctions.
